This position will assist in the light repair, maintenance, and operation activities in the Public Works Department. The Superintendent supervises a team of 5 skilled public works maintenance staff and equipment operators.

The preferred candidate must have previous street maintenance and equipment operation experience and the ability to assist with administrative responsibilities. The Superintendent must also be able to communicate and coordinate with employees, public, utilities, consultants and contractors in a professional and responsible manner. POSITION DESCRIPTION

Class Title:  Superintendent                                                         Reports to:  Director of Public Works

Job Summary Statement

The Public Works Superintendent assists in the coordinating, planning, and organizing of all maintenance activities and operations of the Public Works Department.  This position also Leads and Acts on behalf of the Director of Public Works in his/her absence.

Primary Duties

  1. Assists in establishing goals and objectives for the Public Works Department.
  2. Assists the Public Works Director in daily, weekly, and monthly work assignments.  Communicates all issues or concerns with Director of Public Works.
  3. Serves as crew leader during the maintenance, repair, and construction of City owned facilities and infrastructure.  Ensures all work is done in a safe and efficient manner that follows City codes, policies, and standards.  Provides a positive teamwork environment.
  4. Assists in purchasing and maintaining material, tool, and operational supply inventories.  Performs general maintenance on all City vehicles.
  5. Assists in the maintenance of public works vehicles and equipment within the capabilities of the Public Works Department.
  6. Operates a variety of Public Works heavy duty equipment such as Skid Loader, Single Axle Dump Trucks, Leaf Vacuum Truck, and Street Sweeper.
  7. Provides outstanding customer service to all Roeland Park stake holders in a professional manner and timely manner.   Responds to requests and complaints with courtesy and sound judgment.
  8.  Assist the Public Works Director in training Public Works staff with the operation of equipment, effective maintenance methods, and field safety practices.   Coordinates monthly safety meetings with Public Works staff and serves as safety coordinator.
  9. Prepares and presents yearly performance evaluations to Public Works staff
  10. Provides administrative support to the Director of Public Work.  Prepares memos, reports, and program recommendations.  Assists in the preparation and monitoring of the annual budget.
  11. Performs snow removal duties as directed by the Public Works Director.
  12. Attends all council meetings and various committee meetings in the absence of the Public Works Director and exhibits a professional aptitude.
  13. Performs other duties as assigned by management.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:

  • Excellent oral and written communication skills

  • Public Organizational skills and understanding
  • Proficiency in Microsoft Office programs, some knowledge of Geographical Information Systems (GIS).
  • Basic math and accounting concepts
  • Operational planning and scheduling
  • Possession of valid CDL Class A W/Air Brake Endorsement license or ability to obtain before end of six-month probationary period.

MINIMUM QUALIFICATIONS:

  • High School Diploma, GED or equivalent, 3-5 years increasingly responsible experience in Public Works maintenance, operation, construction, and administration.   Associates Degree in Business, Construction, or other related Public Works field preferred.
  • Additional experience may be substituted for education providing it is at least four years experience with Public Works or six years in construction or a combination of both equaling six years.
  • Must have valid Driver’s License and an insurable driving record.
  • The applicant must pass a background check and drug test.

Physical Requirements: Tasks involve frequent walking, standing; some lifting and carrying objects of heavy weight (75-100 lbs.); and the operation of vehicles, office equipment and hand tools in which manipulative skills and hand-eye coordination are important ingredients of safe and/or productive operations.

Environmental Requirements: Tasks may require frequent exposure to adverse environmental conditions, such as inclement weather, heat, and extreme cold.

Sensory Requirements: Tasks require visual perception and discrimination. Task requires oral communications ability.
